Translation

...while promulgating declarations #17 and #98 the World Federation of Trade Unions (WFTU) made the following declaration called the Charter of Trade Union Rights.

1) Workers have the right to establish a labour union without discrimination based on skilled traded, work, age, sex, genealogy, ethnicity, colour, caste, politics or religious faith. While establishing that labour union [workers] have the right to establish [the union] without needing to get advanced permission from governments or employers, and without interference or hindrance of any kind. Just as workers have the right to freely join and become members of worker associations and unions according to their desire, they also have the definite right to not join. All those who join and become union members can participate according to [their] duties in all union activity in adherence with the rules of the charter related to unions.

2) Similarly, workers at workplaces and outside workplaces, aside from having the right to assemble for the sake of their concerns, the right to discuss, the right to freely express their beliefs, the right to read books and written materials related to the whole working class including labour union [issues], and the right to write, print and distribute written material without any kind of discrimination, workers also have the right to elect by vote, and the senior level of the labour union has the right to delegate duties without any harassment or impediment of union officers who have the right to freely carry out their union work.

3) Workers at their workplace, or in public or in private administration departments including public or private work departments, [while electing] basic union representatives for the protection of labor union leaders' benefits and rights...
