Translation:
7) Only labour unions and their representatives have the right to collect union dues or donations or funding from workers, and while collecting [these dues] workers have the right to contribute dues that are noted down according to union regulations or according to a union meeting or according to their own desire or donations in any way or funding contributions. While no government, authority or employer has a right to interfere with the finances of the aforementioned union, only labour union officers have the right to administer and disburse [these finances] according to legal permission or according to the senior section of the union or according to a union meeting decision.
8) Labour unions have the right to open a department office at a permanent location according to their desire in order to be able to fully carry out labour union works.
9) Labour unions have the right to freely conduct workers education trainings or cultural programmes and to establish schools, libraries and clubs.
10) Labour union leaders and union representatives have the right to conduct their works without any obstruction by government authorities or employers, even during work time. During that work time, due to carrying out union work duties there should not be any kind of action taken according to rules, or any kind of fines, or violations of rights. If the employer provides homes for workers, [union officers] have the right to freely come and go to those workers' homes in order to conduct union duties.
11) Labour unions with many kinds of trades and many kinds of advanced education have the right to freely establish federations covering entire countries and globally according to trade department, industry or regional department, and to conduct mutual communication and collective action for mutual benefit.
