Translation:
... Regional administrative organisations were formed in order to administer together with government officials and to form and administer state committees that were similar to the municipal organisations in some big cities; and health, education and development works were carried out.
All of the forms of the aforementioned administrative system, being many kinds of strategies following the divide-and-rule policy just for the exclusive economic benefit of the British imperialists, was on the one hand lying and deceiving in order to comfort and please so as to get the desired benefit, one the other hand while causing domestic conflicts such as corruption, bad habits, improper behaviour between ethnic nationalities, and aggressive hatred, they were means to bring about the emergence and increase of sycophants, traitors, self-serving people, lying lackeys and broken habits. These were symptoms of the colonial bureaucracy system.
