Cessation of the Karen-Burman riots



The following text covers the cessation of the Karen - Burman riots during World War II, which I have scaned from pages 26-28 of the Myanmar language history text "ပြည်တွင်းသောင်းကျန်းမှုသမိုင်း (အပိုင်း-၁)" [The History of Revolt within the Country - Volume 1], which was published by Ministry of Information in 1990. The translation covers the text beginning with the sub-heading "အဓိကရုဏ်းများ ပျောက်ကွယ်သွားခြင်း" ("The riots dissappear")on page 26 and continues to the end of the text on page 28.

Translation:

The riots disappear

In order to stop the ethnic riots Myanmar and Kayin political leaders worked hard in many ways. General Aung San gave an order and directions so as there would not be a potential for BIA units to exacerbate the unruly behaviour as he thought [that they might]. As for the Japanese, after the puppet government led by Dr. Ba Maw was formed they worked hard in order to substitute [Ba Maw's government] for BIA administration. During the time when administration was being established according to the region, General Aung San on the date of the 8th day of the month of Nayon in the year [Myanmar Era] 1304 issued an order not to interfere in the matter of the BIA units' administration. The Kayin leaders Saw Kya Doe [and] Mahn Win Maung came together. The Kayin-Bamar riot did not issue forth smoke, starting from the areas of Myaung Mya calm came. Although in the east of Pathein the Kayins whose leader was Saw Shwe Htun Kya were still fighting with some Japanese army units they were no longer fighting with the BIA units.

The following is a peace declaration issued by Bo Mo Kyo, (a.k.a.) Colonel Suzuki, who had to take the responsibility of being the military general of BIA units.

General Bo Mo Kyo's Peace Declaration Document

(Date: 1304, the 3rd day of the new moon of the first month of Waso)

General Bo Mo Kyo proclaims that the ethnic Kayin and ethnic Myanmar and other ethnic nationalities together who are living in the villages stated below
have been separated from the riches of life. In that way, peace and calf from the danger to life depends on the following rules that are issued. All people in the aforementioned villages who violate these rules will have to incur as much punishment as is meted out by the Burma Independence Army.

1. Patdaw, 2. Sitsalee Gon, 3. Shwe Taung Maw, 4. San Kya

1) Now, from this time forward acts of arson, fighting and the killing of people at Kayin villages by Myanmar villages and at Myanmar villages by Kayin villages is not allowed. Whosoever violate this order will be designated as a rebel by (BIA) Armed Forces personnel and administrative officials and will be given heavy matters.

2) [People] are able to go and come in peace and calm protected from danger by boat, sampan, ship and such to the jurisdiction areas of Aim May, Wakehma, Ma Oo Bin, Bandnaw and Maylamyine Island. In that way, while going and coming from village to village, from town to town except for soldiers guns, spears, harpoons cross-bows and such weapons that would cause harm to people may not be carried about.

3) To lie and wait to halt and restrict and shoot with guns at Sampan boat that travel at the boundary of one's village is not allowed. In this way, if there is shooting it is the complete responsibility of your villages. Those people who commit an offence will be investigated, arrested and submitted to the relevant [authorities].

4) In the above villages, if gun ammunition, rifles, machine guns or pistols from English and American enemies are found, they must be delivered to the closest Burma Independence Army repository department. If [a person] has permission to carry a double barrel gun or bird shooting gun that is in the village in accordance with the legel procedure to submit to the relevant [authorities], a license will be issued and permission given to carry [the weapon]. Rifles and pistols in the village will be confiscated by the Burma Independence Army.

5) Peace documents will be brought with a crowd going and coming from village to village while hoisting the "three sunbeam" flags. [People] may not travel holding weapons such as guns, sticks and knives that can cause a danger to life. [This] will be understood to be violating the rules regarding going and coming.

6) In order to protect in one's village, volunteer guard units must be collected and formed. There should be arm bands that allow for easy identification on militia men's sleeves. [You] must yourselves arrest the bad people who are in your village or ask for assistance from the Burma Independence Army and submit [them] for arrest.

7) You must have your male and female villagers immediately start their regular manual river delta field labour. When you go to your delta fields you may not carry guns, knives, spears and bows and arrows that are able to cause danger to life.
The fire of the riot gradually became calm. General Aung San and Bo Mo Kyo's had the BIA military closely supervise and observe the rules. When Dr. Ba Maw's government administrative organisations emerged from the perspective of the BIA military it no longer wanted something to be hated for. The Kayin army deserters withdrew to the direction of Rakhine [State]. After that, because the people from the Kayin and Bamar villages had to do manual labour in their paddy fields for their basic necessities their interest in the riot reduced. After that, as for the Fascist Japanese soldiers, not arriving on their journey, when they strongly persecuted all of the Kayin-Myanmar ethnic peoples the Kayin and Myanmar together came to see Fascist Japan in the form of an enemy. And when they dissolved the BIA military the riot disappeared.

However, when the British colonialists returned a third time, a black event occurred that incited the riot for the Kayin revolt to emerge.
